Where you will really see it
Example from Pub 102: the number 1100 is sent as one, the first substitute, zero and the third substitute. A customs curiosity: in Germany the third substitute serves as the customs flag (the Zollstander, ยง 4a ZollV). It is hoisted by a vessel entering the German customs area from abroad; flag Q is not accepted for that purpose there.
